OK, maybe Art Brown is just the guy who owned this one previously, but i can't find any other evidence of who made it. Even the instruction manual that came with this thing doesn't have any information about its manufacture. I'm virtually certain it's an Acu-Math, though, mostly because of the striking similarity to the A-51 and 1211. It combines a lot of the nice features of those two rules; it's a small rule made (probably) of magnesium with some kind of laminate, it has the nifty finger holes and cheat sheets that the A-51 has, but it seems a little nicer than that one, more like the 1211.
